Scammers here. 40$ down the drain in their pockets for nothing. Key doesn鈥檛 work on steam as promised. Claimed to be a global key. What is recourse anyone? How can these people still be trading?
Tried their ticket resolution system. Guy said 鈥?looking into it鈥?……. two weeks ago.

Whether or not Blizzard has new restrictions in place I cannot tell, they certainly did not communicate this to the general audience. I'm not saying your statement is false, ok?
But here's what I'm going to say. It may be an unfortunate situation, but there are business risks any business has to take. On the one hand it speaks of unprepared, or incompetent, management to not consider worst-case scenarios. Making the situation worse, is the fact that instead of taking a hit on your own profits (it was your careless planning after all), you put your customers in an unfortunate position. If what you say is true, and why shouldn't I believe you, then you knew about the situation one day before the release of the game. You should have communicated the circumstances immediately and offered a refund, so that I could have bought the title on launch day elsewhere.
But on the other hand, and which imho is worse, the whole string of events also screams of bad moral conduct. Let me explain, because this conclusion is not plain abusive, but founded in the following. In the initial support ticket all you said was, "the restriction from blizzard means we can no longer fulfill this order." Making it appear to be a technical problem, while in fact it was all about the money; which later you recognised. By this recognition you're backpedaling on your initial statements.
Now, in the meantime, you have changed the status of the order to "refunded." I checked my CC account, and there has indeed been a refund, though not about the full amount. I guess this is about my CC being in Euro currency and you sending money in AUD, ie. due to currency fluctuations. That's not alright, though. On top of everything else mentioned so far, I practically end up paying for a service not rendered.
TL;DR – Still very disappointed about this "pre-order."
PS. By the way, you said in your reply, "The increased price is from another supplier and another region." At the time of dispute, your website still claimed the published version to be region-free. How does that compute?
PPS. I just read this: "CDKey Warehouse reported this review 3 days ago for the following reason(s): The company has no record of this reviewer" This sure looks like you're trying to get rid of as many bad reviews as possible. Fact is: I verified my purchase to Trustpilot some time back, and I have screenshots of all transactions, plus PDF invoices, etc., so go ahead and close my account on your website, I can still prove my purchase. I'll not have myself bullied. Also just noticed, Trustpilot rating link is no longer on your frontpage… mhhh ok.

I could choose to cancel my order and get my money back. Good service, but long delivery time. Should have a indicator for how many items they have in stock!

I used credit card and bought a game that is not released yet. I thought it was a pre release code so i contacted support asking why i didnt get a beta code. They informed me that the game did not include beta access as it would say on the page. But support gave me a beta code anyway! It took a couple days to get a reply but in the end i was very pleased with the results.

Prior to that I had a good experience which went smoothly and since then I had another good one so that's 2 out of 3 going well, better than nothing.
Sadly their loyalty points seem messed up, you don't tick to use them in a purchase and yet you watch your points drop, then rise then suddenly hit 0…. All I know is that they cannot get it right so I just keep saving them and hope they fix it.
